Patrick J. Foye, chairman of the Empire State Development Corp./Downstate, joined state government in January, 2007, after careers in law, business and the not-for-profit sector.
Immediately before joining the state, Mr. Foye spent three years as president and chief executive officer of United Way of Long Island. From May, 1998, to February, 2004, he was executive vice president of Apartment Investment & Management Company, a New York Stock Exchange-listed multi-family real estate investment trust and a component of the S&P 500. From 1989 to 1998, he was a merger and acquisitions partner at Skadden, Arps, Slate, Meagher & Flom, serving as the managing partner of the firm’s Brussels, Budapest and Moscow offices from 1992 to 1994.
Mr. Foye’s public service includes being a trustee of the Long Island Power Authority, where he was deputy chairman; board member of the New York Public Asset Fund, which owned over 60 percent of the stock of WellChoice Inc (formerly Empire Blue Cross & Blue Shield); a trustee of the Port Washington Public Library Foundation; and a member of the Sands Point Board of Zoning Appeals.
Mr. Foye earned his J.D. in 1981 from Fordham Law School, where he was associate editor of the Fordham Law Review, and a B.A. (History and Philosophy) with honors from Fordham College in 1978.
Mr. Foye resides in Nassau County with his wife, Suzanne, and their three daughters
